I did not create that article, I just marked it for deletion. Did you delete it after you protected it? The protection does not work if the article is deleted. The best way to deal with this spambot - protect the page Wikiquote:Protected titles for admins only, and most important set the cascading protection, then only admins can edit or create any of the articles included there.
